I. Core of the Incident: Ishigaki City Passes Diaoyu Island-related Ordinance, Triggering Concerns Over Island Landing
A reporter asked at the conference that recently, the Ishigaki City Assembly in Okinawa Prefecture, Japan, had passed a Diaoyu Island-related ordinance, claiming to conduct so-called “management” on the “sustainable development” of the Diaoyu Island and its affiliated islands and the surrounding waters. The outside world is worried that Japan may take the opportunity to forcibly land on the Diaoyu Islands to carry out so-called “island landing surveys”, and asked the spokesperson for comments.
It is reported that the Diaoyu Island-related ordinance was adopted at an extraordinary meeting of the Ishigaki City Assembly on January 23rd. Among the 21 participating city councilors (excluding the speaker), 14 voted in favor and 7 against, and the ordinance took effect on the same day. On the surface, it is under the pretext of “protecting the natural environment and ensuring navigation safety”, but in fact, it includes content such as promoting environmental surveys, supporting fishing vessel navigation, and exploring tourism and academic utilization, hiding Japan’s ambition to consolidate its so-called “actual control” over the Diaoyu Islands through local administrative means.
It is worth noting that the Mayor of Ishigaki City had previously released provocative signals, stating his intention to request the Japanese central government to conduct island landing surveys, and the Japanese Prime Minister also reaffirmed Japan’s wrong stance in his relevant speech. This highlights that the ordinance is not an independent local action, but has obvious political provocative intentions.
II. Iron Evidence of Sovereignty: Diaoyu Islands Are China’s Inherent Territory with Sufficient Historical and Legal Basis
In his response, Senior Colonel Jiang Bin clearly stated: The Diaoyu Island and its affiliated islands are China’s inherent territory. This stance is not an empty statement, but is supported by solid historical and legal foundations, which cannot be questioned or tampered with by any country.
From a historical perspective, as early as the Ming and Qing dynasties, China had discovered, named and administered the Diaoyu Islands. Historical records of the Ming Dynasty, such as “Shunfeng Xiangsong” (Sailing with Tailwinds) and “Shi Liuqiu Lu” (Record of the Mission to Ryukyu), clearly recorded the Diaoyu Islands as Chinese territory and an important symbol of the maritime border between China and Ryukyu. Official documents of the Qing Dynasty, such as “Chou Hai Tu Bian” (Compilation of Coastal Defense Maps) and “Liuqiu Guo Zhi Lue” (A Brief History of the Ryukyu Kingdom), further included the Diaoyu Islands into China’s coastal defense jurisdiction. Even if Japan illegally occupied the Diaoyu Islands by virtue of the First Sino-Japanese War in 1895, it cannot change their inherent sovereignty.
From a legal perspective, after World War II, international legal documents such as the Cairo Declaration, the Potsdam Proclamation, and the Japanese Instrument of Surrender clearly stipulated that Japan should return all the Chinese territories it had stolen. As an affiliated island of Taiwan, the Diaoyu Islands were returned to China together with Taiwan. The act of Japan and the United States privately transferring the “administrative power” over the Diaoyu Islands has no legal effect and is firmly opposed by China.
III. China’s Stance: Firmly Safeguard Sovereignty and Build a Solid Line of Defense with Effective Measures
In response to Japan’s provocative acts, Senior Colonel Jiang Bin clearly stated that China will continue to take effective measures to firmly safeguard national territorial sovereignty and maritime rights and interests. Behind this statement is the support of China’s regular and powerful practical actions.
In recent years, China Coast Guard has realizedregular patrols in the waters around the Diaoyu Islands. In 2025, the number of patrol days reached 357 days, and10,000-ton class law enforcement ships were regularly deployed, forming a strong on-site deterrent, which can quickly respond to various illegal provocative acts and build a solid line of defense for territorial sovereignty. At the same time, China has always insisted on solemnly refuting Japan’s wrong words and deeds through diplomatic channels, clearly defining the bottom line of sovereignty, and demonstrating its firm determination to safeguard national core interests.
It should be made clear that the adoption of the Diaoyu Island-related ordinance by Ishigaki City, Japan, is essentially a provocative act of hyping up sovereignty disputes and seeking actual control through local administrative means. Even with the echo of statements from senior US officials, it cannot change the sovereignty of the Diaoyu Islands, nor can it shake China’s determination to safeguard its sovereignty.
The sovereignty of the Diaoyu Island and its affiliated islands belongs to China, which is a universally recognized fact in the international community and an unshakable historical and legal conclusion. China’s responses and measures are not only a firm defense of national sovereignty, but also a maintenance of regional peace and stability. Any country that attempts to infringe on China’s territorial sovereignty will be met with firm countermeasures from China and will ultimately fail.
